Expansion is back on the European Union agenda. In a tumultuous week the EU announced the formal start of EU membership negotiations with Turkey and Croatia, and began association talks with Serbia and Montenegro as a prelude to eventual membership. There seems to be no end of enthusiastic applicants, but can the union continue to expand without losing its cohesion?"
