"EU Needs New Constitution to Expand Beyond 27, Commission Says
Jan. 5 (Bloomberg) -- The European Union will have trouble admitting Turkey and expanding in the Balkans until it revives its moribund constitution, the European Commission said.
The bloc's governing treaties work for 27 countries, allowing Bulgaria and Romania to join the current 25 next year, commission spokesman Johannes Laitenberger said."
