Whatever happens, 2006 can only be a better year for the EU than 2005, which many have judged to be the most difficult year in the Union's history. Lack of leadership at both the European and national levels, together with a new political equilibrium in an EU of 25 members, led to the blocking of the draft constitutional treaty and an acrimonious debate over the direction of the EU budget, not to mention tepid (at best) endorsement of Turkish and Macedonian membership negotiations. Against this background, political and budgetary reforms will remain on the back burner, at least until after the French presidential elections in 2007."
