Austrian Foreign Minister: Bulgaria, Romania Have to Take Part in EU Constitution Debate

Austrian Foreign Minister Ursula Plassnik, who plans to present the so-called choreography of the EU Constitution by the end of the Austrian EU Presidency, said that all the 25 member states should take part in the debate, as well as Bulgaria and Romania, which are scheduled to join the bloc on January, 1st, 2007, ORF reported citing The Spiegel. EU member states are considering an option, according to which, a political declaration should be annexed to the first two chapters of the Basic Treaty, where the functioning principles of the union and the fundamental civil rights and freedoms are described. Right after that, the renewed text will be put to referendum in the Netherlands and France.
