What exactly is the United States' policy on nuclear proliferation? The Bush administration seems confused.President Bush and Indian Prime Minister Manmohan Singh signed an agreement that would allow India to continue developing nuclear weapons while gaining help for its civilian nuclear program through U.S. guarantees to supply it with technology and fuel.

In other words, the United States would give up its leverage with India on weapons development at the same time it is trying to prevent the spread of nuclear weapons elsewhere. It's hard to see how such a two-faced policy could command international respect.
