The proposal, eloquently titled 'Developing a Knowledge Flagship: The European Institute of Technology,' certainly begins intelligently enough. It argues that if technological excellence is the goal, performance-based compensation must be the rule rather than the exception

It was with more than a little anticipation that I awaited last week's unveiling of the initial design of the "European Institute of Technology". Primed to consider what role Turkey might play in the pan-European Union initiative, I was nurturing an idea or two about what I might write. Instead, the release of plans for the EIT sent me on a hunt for the caricatures of the late Rube Goldberg."
