STOCKHOLM: Who wants to be "absorbed" by the European Union and who can design the "borders of Europe"? I follow with curiosity the enlargement debate about the Union's "absorption capacity" in the hope that I will one day understand the more political meaning of the concept - that is, apart from the problems of office space in Brussels and other somewhat more manageable challenges.
Absorption capacity has been the buzzword of the more recent debate, but to me it is a flawed concept that ignores not only the truly historical transformation that Europe has been going through since 1989 but also the very nature of the process of integration."
