France to hold summit with African leaders

More than 30 African heads of state will meet in Cannes Thursday and Friday to attend the France- Africa summit, which President Jacques Chirac has indicated will be devoted to "Africa and world stability," according to a statement from the French presidency.

The summit is taking place against the backdrop of full electioneering period in France, as the two main presidential candidates, Segolene Royal of the Socialist Party and Nicolas Sarkozy of the UMP pledge to implement an African policy based on more transparency.

Rwanda, which broke off diplomatic ties with France after the invitation was sent, will not attend the summit, as well as presidents Thabo Mbeki of South Africa, Laurent Gbagbo of Cote d'Ivoire, Robert Mugabe of Zimbabwe, and Libyan leader Muamar Khadafi.
