French, Italian and Japanese car manufacturers made the most environmentally friendly automobiles for sale in Europe last year, while two of Germany's biggest auto makers lagged near the bottom of the industry, according to a study commissioned by a Brussels environmental group and based on data collected by European governments.

The study, commissioned by the European Federation for Transport and Environment, and carried out using European vehicle-registration data that individual countries submitted to European Union regulators, said France's PSA Peugeot-Citroën SA had the lowest average levels of carbon dioxide emissions among car makers in 2006. The company's cars emitted an average 142 grams of CO2 per kilometer, according to the study.
